BACKGROUND
Don Malpass established Public
Sector Consulting Services in 1990 following a successful 21-year
career in the Ontario Public Service. Don specializes in helping teams
of senior public sector officials and the executives and boards of non-governmental
organizations in the planning, implementation, and management of successful
organizational change and strategy development.
Don brings to his consulting
work a record of public sector management competence, an understanding
of the unique nature of managing in that sector, and acknowledged excellence
as a management educator and group facilitator.
Don has had substantial consulting
experience with Children's Aid Societies, facilitating the development
of a strategic plan for Family and Children's Services Niagara (under
R.A.L. Consulting Limited), and conducting an organizational effectiveness
review for the Children's Aid Society of Kent County.
PROFESSIONAL ASSIGNMENTS
Facilitation
- Don has conducted team-building
sessions with numerous branches within the Ontario Government; planned
and facilitated a wide range of conferences and community meetings;
conducted focus groups as an integral part of many projects; facilitated
learning events for a diverse group of clients; and designed and facilitated
staff conferences and organizational planning sessions.
- Clients of facilitation
services have included:
- Ontario ministries and agencies: Attorney General, Solicitor
General, Intergovernmental Affairs, Government Services, Management
Board Secretariat, Personnel Council, Treasury and Economics, Agriculture
and Food, and Ontario Housing Corporation.
- Local government: Town of Parry Sound, Town of Wallaceburg,
Georgian Triangle Economic Development Corporation, and Chatham-Kent
Community Futures (under R.A.L. Consulting Limited).
- Other: Revenue Canada, Municipal Electric Association, and
Canadian Centre for Management Development.
Organizational
Reviews
- As Director of Field Services,
Ontario Ministry of Municipal Affairs, Don managed reviews into the
administrative and financial integrity of local government. Following
the reviews, recommendations and often orders were made to local councils
to change and improve the way they were conducting the public's business.
- As a consultant, Don has:
- Conducted an operational
review for the Moosonee Development Area Board and an organizational
development process for the Town of Simcoe;
- Reviewed the effectiveness of and recommended improvements for Human
Resources Department, Region of Haldimand-Norfolk;
- Conducted organizational effectiveness reviews and recommended improved
management structures and processes for the:
Ontario Office of the Treasury Communications Branch, Ontario Ministry
of Energy Children's Aid Society of the County of Kent Apprenticeship
Branch, Ontario Ministry of Skills Development Treasury Department,
City of Welland. Developed an organizational structure and Council procedures
for the newly integrated Township of Huron.
Strategic
Planning
- Developed the strategic
planning process for the Ministry of Municipal Affairs and produced
the first strategic plan for the ministry and many of the branches.
Facilitated the development of a strategic plan for the Georgian Triangle
area.
- Under the direction of
R.A.L. Consulting Limited, assisted with the development of the first
strategic plan for Family and Children's Services Niagara. The planning
process involved extensive consultation with the FACS Board, agency
staff, and the community.
- Developed curriculum and
tested a new training program in Strategic Planning for Community Economic
Development for the Government of Ontario. Taught strategic planning
courses for Ontario public servants.
- Facilitated the development
of a strategic plan for Scouts Canada and an economic development strategy
for the Chatham - Kent County Community Futures Committee (under R.A.L.
Consulting Limited).
Management
Education and Training
- Developed and managed a
government-wide management education program for the Human Resources
Secretariat (Ontario); delivered management seminars for senior civil
servants in Grenada, the British Virgin Islands, and the Ukraine; developed
and conducted senior executive seminars for provincial governments;
delivered a wide range of management and executive educational programs
for organizations in the not-for-profit sector; developed innovative
approaches to the provision of in-house management, executive, and support
staff training.
- Continuing member of the
adjunct faculty of the Canadian Centre for Management Development, the
executive education centre for the Public Service of Canada.
- Completed an educational
needs assessment and development plan for the 1,800 staff of Local Housing
Authorities (outside Metropolitan Toronto) of the Ontario Housing Corporation
and a similar but separate process for their Board members.
